I've just written to the press and councillors in Birmingham alerting them to the outcome of your similar request to Birmingham City Council.
I wrote:

The country can't afford this public sector extravagance and lunacy. It has to stop. Use the taps.
Many thanks to Richard for forcing Birmingham to justify their use of bottled water. I am pleased to here Birmingham are switching to mains water.
Are all other local authorities going to do the same?
If you have never used the Freedom of Information Act before this could be a good first request.
