ICO write to Duchy of Lancaster

"I can inform you that I have now written to the Duchy of Lancaster to obtain their submissions where the Commissioner requires further information in order to consider whether it constitutes a public authority under the Environmental Information Regulations."

Notes on Duchy of Cornwall and Lancaster:

"Queen's Consent is required if the Bill affects the prerogative of the Crown or the interests (hereditary revenues, personal property or other interests) of the Crown, the Duchy of Lancaster or the Duchy of Cornwall. In the case of the Duchy of Cornwall, Prince of Wales's Consent must also be obtained."
